The notice says that the study will also look at bringing a combat aviation brigade, meaning helicopters and 2,800 more soldiers to the post.  The study will also evaluate the impact of more troops and their training needs on the current Fort Carson and the 238,000-acre Pinon Canyon training area northeast of Trinidad.  Mack Louden, a rancher and board member of the Not 1 More Acre Coaltion, said that the army has already done a “transition” environmental study looking at the impact of putting more troops at Fort Carson – a study that the coalition is challenging in federal court.  Opponents will now have to muster forces to oppose this new study as well, Louden said.<br /><br /><b>Governor Bill Ritter and other leading democrats in Colorado said yesterday that if some of the state’s bridges begin falling down, republicans will be to blame for not helping to find a way to pay for repairing them. </b>  Ritter, along with Senate President Peter Groff and House Speaker Andrew Romanoff said yesterday that they tried several times during the now ended 2008 legislative session to get republicans to help come up with the money needed for Colorado’s roads and bridges, however, the three said that the GOP preferred to turn the matter into a partisan issue instead.  Republicans, however, said that partisanship was the problem, and that Ritter and the democrats wouldn’t talk about anything else other than increased fees.  Colorado is expected to put an additional $1.5 billion into transportation projects in the state by 2010, however, because the state’s needs far exceed that amount, more money is needed, Romanoff said.<br /><br /><b>Three public hearings will be held this month by the 12th judicial district’s commission on judicial performance to hear the community’s opinion on one district and two county judges.</b>  District Judge O. John Kuenhold, Saguache County Judge Amanda Pearson and Mineral County Court Judge F. Stan Lentz, are the subject judges of the commission’s upcoming hearings.  The judicial performance commission evaluates judges or magistrates and makes recommendations to the electorate when the judges are standing for a retention vote in the general election.  The three hearings will be held on May 19th at 7pm at the Center Town Hall regarding Judge Pearson and Judge Kuenhold, on May 20th at 7pm at the Mineral County Courthouse regarding Judge Lentz and Judge Kuenhold, and on May 21st at 7pm at the Alamosa County Courthouse regarding all judges standing for retention.<br /><br /><b>The Internal Revenue Service filed a motion on April 16th asking to be removed as a defendant in a lawsuit that was filed over tax adjustments claimed by two landowners for a conservation easement near Weston. </b>  Glenhills Ranch and Kozad Properties donated a total of 2,880 acres to the Colorado Cattlemen’s Agricultural Land Trust in 2002 and 2003.  The IRS only allowed a charitable contribution of $312,500 instead of the $1.1 million the owners claimed on their taxes, so both Glenhills and Kozad paid the adjusted amount, then filed separate lawsuits in January asking the courts to make the IRS give the money back.  In their motion, attorneys for the IRS cited several cases in which the federal government was shielded from lawsuits.<br /><br /><b>Pueblo County Clerk and Recorder Gilbert Ortiz said yesterday that he would meet this morning with Colorado City election officials to determine if a recount is needed in Tuesday’s town election.</b>  Colorado City voters elected Terry Milsom as a town trustee by just 4 votes over incumbent Jean Kenney, which is close enough that it may call for a recount.  Also elected Tuesday was Jacqueline Wachob and Roger Lowe. Commissioners were told at a meeting with army officials in March that the army needs an additional 5 million acres of training area across the U.S., including tripling the size of the Pinon Canyon area.  Commissioners say they have invited the army to come to Trinidad and discuss its plans, but no one has ever taken up the commissioners on that offer.  Commissioners decided to decline the invitation this week to keep from giving the wrong impression to the community.  County Administrator Bill Montoya is attending the event instead.<br /><br /><b>The Trinidad Hispanic Chamber of Commerce will honor seven outstanding students and their families at its annual scholarship banquet on Saturday.</b>  The chamber will award six $1,000 regional scholarships and one $1,000 Coal Miner Memorial Scholarship.  Jerome DeHerrera, an attorney in Denver, will be the featured speaker for the event.  DeHerrera has devoted hundreds of hours of work to Costilla County landowners who won access and use rights at the Taylor Ranch near San Luis.  The event is slated for 6pm on Saturday in the TSJC General Purpose Room.  Call 846-8234 for more information.<br /><br /><b>The question of increasing the mill levy of the Upper Huerfano Conservation District passed yesterday with 281 yes votes and 228 no votes out of the 509 ballots that were received by the county clerk’s office.</b>  Voter turnout was about 30% among voters with addresses in Huerfano County.  The district has been receiving about $5,000 annually from its mill levy, which was originally passed in 1982.  It is estimated that the increase will raise an additional $28,609 annually for the district’s general fund and will benefit the district in providing technical and other assistance to small- and large-acreage landowners.  Board openings were also filled by Ron Busch of Walsenburg and by Bill Riggins of La Veta.  Each will serve a 4-year term.  The district plans to hold a meeting in June for all landowners to give input into future programs and natural resource issues that need to be addressed in Huerfano County.<br /><br /><b>The Alamosa City Council has temporarily suspended the liquor licenses of two 1st Stop stores and the Safeway store for selling alcohol to a minor, a violation of the liquor code.</b>  The violations came during a recent compliance check in Alamosa where each establishment sold liquor to an underage person.  The city council handed down the suspensions on Monday.  This is the second violation in a year for the 1st Stop store at 412 Denver, so it received a harsher penalty than the other two businesses.  Council had held 5 days in abeyance from the earlier violation and had imposed 10 days.  On Monday, council imposed those 5 days plus 15 additional days of suspension with the 20 days to be served consecutively in the next 30 days.  Council held 15 additional days in abeyance for a year.  The first stop at 725 state avenue received 15 days suspension with no days held in abeyance.  Safeway received 15 days suspension with 5 days held in abeyance.  <br /><br /><b>Ground was broken last Saturday in Del Norte for the Haug Memorial Rural Health Clinic.</b>  The $2.7 million, 7,500 square foot clinic is expected to open by October and will be three times the size of the old clinic that’s located on the other side of Del Norte. Senator Ron Tupa of Boulder, a democrat, joined with the republicans on the panel in voting against the measure.  The Colorado House yesterday gave preliminary approval to a proposed referendum that would change the way citizens’ initiatives get onto the ballot.  The measure is designed to encourage citizens not to make more changes to the state constitution, however the house amended the bill to lower the number of signatures needed from each of Colorado’s seven congressional districts to 8% from 10%.  The house also lowered the amount of time the legislature could make changes to an approved citizens’ initiative that enacts a new state statute.  The measure now requires a final house vote.<br /><br /><b>The family of Sgt. Glen Martinez, 31, who was raised in Monte Vista, remembered him as outgoing and the type of person who went out of his way to make others feel included. </b>  Martinez died Friday near Fallujah, Iraq, when the Humvee that he was traveling in hit a roadside bomb.  He and three other marines were reportedly going to check on reports of a Humvee that had been taken down on the road to Baghdad when the incident occurred.  Martinez enlisted in October of 2004 after a semester of graduate school in the engineering program at the University of Colorado at Boulder.  Martinez chose not to pursue a track that would have given him a step up to becoming an officer.  Instead, he joined as an enlisted man.  Funeral arrangements for Martinez have yet to be finalized.<br /><br /><b>A fire at the Feed Store Pub and Grill in Westcliffe last Wednesday has been determined to be accidental.</b>  The fire, which was originally believed to be arson, was reported at 3:14am last Wednesday.  The Wet Mountain Fire Protection District Volunteer Fire Department extinguished the fire quickly once they arrived on scene.  Firefighters initially believed the fire to be arson, so the Colorado Bureau of Investigation was called in to determine the cause.  While the final results from the investigation are not complete, the initial assessment is that the fire was caused by a cigarette that had not been extinguished.  The building was not totaled.  An exact dollar amount for the damage has not yet been determined.<br /><br /><b>Timothy Blackmon, 53, of Alamosa, died Sunday following a single-car accident on Colorado 17 about 3 miles north of Alamosa. </b>  According to the Colorado State Patrol report, Blackmon was driving a 2000 Chevrolet S-10 pickup when the vehicle went off the right side of the road.  Blackmon’s attempts to correct the vehicle sent it back across the highway and off the other side of the road where it rolled three times.  Blackmon, who was not wearing a seatbelt, was ejected during the accident.  He was taken to the San Luis Valley Regional Medical Center in Alamosa where he later died from his injuries.  The patrol report says that speeding and alcohol were factors in the accident.<br /><br /><b>The Open Arms Pregnancy Resource Center in Walsenburg will hold a walk-a-thon and carnival this Saturday, May 10th, beginning at 10am at the community center on Russell in Walsenburg.</b>  Proceeds from the walk-a-thon and carnival will go to benefit the resource center. The city has also remodeled part of the community center building to make way for showers, new restrooms and a concessions stand.  The new aquatic center will be open for swimming from 1 to 6pm seven days a week beginning on Memorial Day and running through Labor Day.<br /><br /><b>A measure that would create a five-year pilot program designed to match migrant workers with Colorado farmers through a federal agriculture worker visa program won final approval in the Colorado senate on Friday. </b>  Under the measure, Colorado would hire additional Department of Labor and Employment workers in Colorado to help farmers file applications to the federal H-2A visa program.  Colorado would also contract with an agent in Mexico to help recruit workers who would come to Colorado to work.  Some lawmakers opposed the bill saying that they fear it might open the door to illegal immigrants to come to the U.S.  Colorado would bring 1000 migrant workers to farms in the state the first year with an additional 1000 a year for the first five years of the program.  Even though the measure received approval from the Colorado House last month, it must now return there due to changes made to the bill in the senate.<br /><br /><b>The U.S. Bureau of Land Management announced on Friday that it would hold off on leasing 84 parcels on 144,000 acres of national forest land near South Fork and Del Norte.</b>  The acreage was originally scheduled for a May 8th oil and gas lease sale.  The BLM’s decision will leave three parcels near Crestone on the east side of the San Luis Valley in the auction this week.  Those three parcels are located on either private land or on land managed by the BLM.  The deferral on Friday came just hours after both U.S. Senator Ken Salazar and U.S. Representative John Salazar called for the parcels to be deferred.  The is the second time in the past year that the BLM has decided to hold off on leasing in the San Luis Valley.  The BLM previously deferred 14,000 acres in Conejos County last August.  Those parcels have now been withdrawn entirely.<br /><br /><b>The town of Rye is under a boil order effective immediately and continuing until further notice.</b>  The town has announced that it can no longer afford the state-mandated disposable water filters that cost approximately $600 per day, therefore the town is now going to rely on the previous filtering system with state monitoring until a new system can be implemented.  The town will notify residents when tests show that no bacteria exists in the water and when the boil order is lifted.  All water that is used for drinking, making ice, brushing teeth, washing dishes and food preparation must be boiled until further notice.  Residents should bring the water to a boil and let it boil for 3 minutes, then cool before using.  People with severely compromised immune systems, infants and some elderly may be an increased risk.  For more information, call the town of Rye at 489-2011.<br /><br /><b>70 rescuers searched the La Garita Mountains on Saturday in an effort to locate Lesley Border, 51, of Littleton, who has been missing in the area since October. </b>  Border’s van was found in November by a forest service timber crew in the mountains roughly 9 miles due west of Saguache.  Heavy snows prevented a search of the area until the last three weeks.  Investigators and border’s family believe that the former engineer may have come to the area with the intention of committing suicide.  No sign of border was found on Saturday.  Anyone with any information about Border’s disappearance is asked to call 655-2525.<br /><br /><b>A natural gas line that ruptured following a landslide Friday evening near Pagosa Springs prompted Xcel Energy officials to ask San Luis Valley residents to conserve their natural gas.</b>  Officials made the announcement at about 9:30pm on Friday, about 90 minutes after the landslide.  The conservation request also included consumers living in Gunnison, Crested Butte and Salida.
